Military Puppet. Or Rising Star?

If The unfolding political crisis in Pakistan does not upset junior foreign and economic affairs minister Hina Rabbani Khar’s elevation as full-fledged foreign minister, she appears all set to travel to New Delhi for meeting her Indian counterpart SM Krishna this month for the ministerial meeting of the resumed dialogue process. Her promotion is needed to remove the protocol hitch for the ministerial meeting.

When Khar, 34, became the minister of state for foreign affairs in February, hardly any eyebrows were raised — more so because the ceremonial position has been used since 2004 to accommodate scions of influential families in the Federal Cabinet. Khar’s entry was instead seen as a bid by the government to prioritise the economic aspect in its diplomacy.

But the news of her elevation was met with strong criticism because she was seen as being too young and raw to handle complex foreign policy issues, even though she had been part of the Cabinet since 2004. For a good part of her political career, which started with her election as member of the National Assembly in 2003, Khar has been a low-key politician.

In a country that already has an accidental president (Asif Ali Zardari) and prime minister (Yousuf Raza Gilani), it wouldn’t be a surprise if the foreign minister is also accidental. If things go as planned, she would take oath this month as Pakistan’s 26th foreign minister and bag the honour of being the first woman to hold the post. But, Foreign Office (FO) bureaucrats, who derisively refer to her as “the girl” in private, say that she is no match for most who have occupied this crucial post.

Khar comes from a privileged background, being the daughter of well-known politician Ghulam Noor Rabbani Khar and niece of infamous playboy and former Punjab governor Ghulam Mustafa Khar. The latter’s wife Tehmina Durrani wrote My Feudal Lord, which caused controversy by describing her abusive and traumatic marriage with Ghulam Mustafa and her experience of life in a patriarchal society. Despite her feudal upbringing, Khar graduated from Pakistan’s best business school, Lahore University of Management Sciences and obtained her masters in hospitality from the University of Massachusetts.

Khar’s likely appointment is coming at a time when the country’s foreign relations are not in the best of shape — the alliance with the US is withering away fast; cross-border controversies are marring Pak-Afghan bonhomie; and though the Indo-Pakistan dialogue is progressing, the Thimphu spirit is fading as indicated by recent bilateral meetings.

Even if Khar succeeds in getting the post, diplomatic observers think she will not be the real decision maker — the power would still lie with the military. Having an inexperienced person like Khar as the FO boss, who would depend heavily on bureaucracy for policy as well as administrative matters, suits the military establishment at Rawalpindi GHQ in maintaining its control over Pakistan’s foreign policy.

Unlike her predecessor Shah Mehmood Qureshi, who lost his job for taking a hardline position on immunity for CIA operative Raymond Davis (involved in fatally shooting two youth in January), Khar isn’t thought to be independent minded.

No one at the FO knows about Khar’s views on important issues like relations with the US, Europe, India, Afghanistan and about the War on Terror. She hasn’t given any interviews or delivered speeches on foreign policy ever since she moved to the FO in February, even though she was the de facto boss during this time.

Though much has been written about her meteoric rise in politics, she still remains an enigma. Her credentials for being considered for the crucial post are her two stints as minister of state for economic affairs; a brief assignment as special assistant to the prime minister on finance, revenue and economic affairs; and more lately her FO job.

No one knows Khar’s views on important issues like the war on terror, Indo-Pak relations, or the strained partnership with the US

According to her curriculum vitae, foreign affairs was not a subject of interest until lately. She avows interest in finance, economic affairs and agriculture development. But, quite contrary to her fondness for the three subjects, she runs an upscale restaurant in Lahore. Her husband Feroze Gulzar is a textile industrialist. For most of her career, Khar had been dealing with international loans and grants. Foreign Service officials, who don’t want to be named, caution that real-time diplomacy is a different ball game.

Administrative chaos at the FO, another officer says, grew under the overachieving lady, who had been promoted by the PPP government as an astute manager. Khar was responsible for economic affairs during Gen Pervez Musharraf’s regime. Economic mismanagement turned out to be the major cause of the defeat of her previous party, PML(Q), in the 2008 elections. Fearing that she wouldn’t be given a party ticket, she changed her loyalties weeks before the polls and joined the PPP.

IF SUCCESSFUL in achieving the prized foreign ministership, it would not be the first time she would be filling someone’s shoes. In 2003, she contested elections in place of her father, who couldn’t run for National Assembly as he was not a graduate; in 2009 she became the first woman minister to present the federal budget because former finance minister Shaukat Tarin was not an elected Parliamentarian.

Her inexperience aside, party colleagues say that Khar is deceptively wily and ambitious as they point to how she smartly outmanoeuvered other contenders in the race for the foreign ministry, including former law minister Babar Awan, former foreign minister Sardar Assef Ali and National Assembly speaker Dr Fehmida Mirza — all political heavyweights.

One of her weaknesses is that she isn’t a media darling. Searching online for her interviews turns up a little-known Saturday Post article, that too dated several years ago. On this count, she would turn out to be a weak and ineffectual representative of her country’s foreign policy. In her first media appearance alongside a visiting US functionary Thomas Nides, Khar was unimpressive. Foreign Secretary Salman Bashir hurriedly scripted a few lines for her to deliver before PTV cameras, but according to one official, she struggled with it. Days later, when speaking to the media alongside UK Foreign Secretary William Hague, when she was asked about the prospects of a peace deal with Afghan Taliban, Khar started speaking about a failed peace deal with militants in Swat to prove Islamabad’s commitment to peace with militants. Pakistan, she probably forgot, does not equate Afghan and local Taliban. The government has been treating the two entities differently.

Online discussion boards have been filled with negative comments on her expected elevation. “What a farce. We are at one of the most critical junctures in our foreign affairs, so we decide to hand out perhaps the most important portfolio to a 34-year-old with a degree in hospitality management!” reads a posting on a discussion platform called Pakistan Defense.

What goes in her favour is that apart from allegations by her critics of tax evasion, something normal for a Pakistani politician, she has no major controversies attached to her name.

Difficult Outlook for India-Pakistan Talks

The Times of India reported today that India and Pakistan may try to rekindle peace talks in early February.

The paper says Pakistan Foreign Minister Shah Mehmood Qureshi could meet his Indian counterpart, S.M. Krishna, informally after a regional meeting in Bhutan on Feb. 8.

The report suggests that the idea is to set the ground rules for an official visit to India by Mr. Qureshi sometime later this year in a bid to normalize relations that have soured since a major terror attack in Mumbai in 2008.

Given the disastrous outcome of Mr. Krishna’s last formal visit to Pakistan – in July of last year – those ground rules will be important.

At that meeting, Mr. Qureshi became incensed during a press conference over India’s claims that Pakistan’s military intelligence services had orchestrated the Mumbai attacks in November 2008, during which 10 Pakistani gunmen killed more than 160 people over three days.

Mr. Krishna arrived back in India to criticism of being made to look a fool by Mr. Qureshi and a peace talks process begun in 2004 was put on hold amid mutual recriminations. The slow-moving (and now stalled) dialogue is an attempt to normalize relations that have been rocky ever since the two nations were created out of British India in 1947.

India has stuck to its claims of official Pakistan involvement in the Mumbai attacks and says Islamabad is not doing enough to prosecute the perpetrators and rein in India-focused militants in general.

Pakistan retorts that it is committed to fighting terrorism. It also has called on India to broaden the agenda for peace talks to include other topics, such as the disputed Himalayan territory of Kashmir, which both countries claim in its entirety.

It is uncertain whether talks at this stage can produce anything meaningful

India is set against any wider peace talks until Pakistan sentences seven militants that it has charged for involvement in the Mumbai attacks.

But the atmosphere in Pakistan right now means it is unlikely that any politician will want to be seen vigorously cracking down on Islamist groups.

The killing earlier this month of Salmaan Taseer, governor of Pakistan’s Punjab province, by one of his own police guards has uncovered the extent to which hardline religious views have permeated many layers of society.

The police guard admitted he was angered by Mr. Taseer’s defense of a Christian woman sentenced to death by a Pakistani court in November for blasphemy.

In recent days, scores of Pakistanis, including lawyers and clerics, have publicly rallied in support of the police officer.

Pakistan’s Strange Response Towards Indian Aid offer

The worst floods in Pakistan’s history provided a good opportunity for both the South Asian nations to come closer. Accepting Indian aid offers half-heartedly and that too after US insistence, Pakistan has given an impression that it is convinced that its policy on India cannot change.

Pakistan’s initial response to the Indian offer of five million dollars was a positive one but then it was unsure how to respond. It took several days for Pakistan to finally accept the offer, saying that the aid had to come through the UN. Now, a total of $25 million Indian assistance for flood relief efforts in Pakistan has to be spent by the UN.

Pakistan’s foreign minister Shah Mehmood Qureshi had said that the delay was due to the sensitivities involved in the relationship with India. Even, a section of policymakers, conspiracy theorists in media and some India-centric elements within the Pakistani establishment blamed India for opening floodgates of its dam to inundate Pakistan’s cities and towns. While building public opinion, they did not care that their contention was technically wrong. The fact is that the rivers that caused destruction in Pakistan do not originate in India.

Some defence analysts argue that Pakistan’s strange response towards India’s aid offer was meant not to get obliged. “Pakistan reacted politically towards Indian humanitarian gesture. The destruction is so colossal that petty politics must be avoided. Pakistan asks for help and when it is offered by a neighbour, its ego comes its way. The main hurdle was that Pakistan did not want to be obliged,” argues defence analyst General Talat Masood.

Kamran Shafi, Dawn’s columnist says that Indian-centric approach within the security establishment and intelligence agencies was the main predicament that the government accepted Indian offer half heartedly. “Values and wisdom demand that politics must be kept aside at time of tragedy. Pakistan needed to have warmly welcomed neighbour’s goodwill gesture.”

India and Pakistan have made major efforts in recent months to build confidence in their relations, which were badly strained by the Mumbai 2008 terror attacks that India blamed on militants from Pakistan. If Indian civil society, volunteers and NGO’s were allowed to do relief work in the flood affected areas, this could have been an ideal confidence building measure in the relations of the two countries.

Certainly, it would have served the spirit of Thimphu where Pakistani PM Yusuf Raza Gilani and his Indian counterpart Manmohan Singh tasked their top diplomats to create CBMs. An opportunity is still not lost if governments, media and civil societies in both the countries come forward and create enough space to use this calamity into an opportunity.

-Editor’s Note for Pakistanis for Peace- The writer is spot on with his analysis of Pakistan’s aid offer from India. During times of a humanitarian crisis of biblical proportions, its political response was petty and irresponsible to its citizens. Furthermore, half heartedly accepting several days after the response does little to build on the goodwill. Either accept it right away with gratitude (our advice) or reject it outright. It did neither and so was ineffective in either cause. The politicians of Pakistan continue to show their incompetence by ineffectively managing the affairs of the country both domestically and internationally.

Pakistan Accepts Flood Aid Money From Rival India

Pakistan has accepted an offer of $5 million of flood aid from neighbor and longtime rival India, in a move that could spark a political backlash at home.

In an interview with Indian news channel NDTV, Pakistani Foreign Minister Shah Mehmood Qureshi described the offer of aid, made last week, as a “very welcome initiative” which the government of Pakistan has agreed to accept, after taking some time to decide.

But it would have been better to say “thanks, but no thanks,” according to Liaqat Baloch, secretary general of Pakistan’s second-largest religious party, the Jamaat-e-Islami.

“Pakistan has many disputes with India, with reference to Kashmir, and the Indian Army engaging in brutality in occupied Kashmir,” he says. “In the past, when Pakistan tried to support India after their natural disasters, India never accepted. Therefore it would be better if our government refused the aid with a big thank you.”

Al Khidmet foundation, Jamaat-e-Islami’s charitable wing, has been one of the most visible aid organizations in the flood-affected areas.

The two countries have made efforts in recent months to repair bilateral relations, which took a plunge following the 2008 Mumbai attacks. India blames those attacks on Pakistan-backed militants. The two countries have fought three full-scale wars, most recently in 1999.

The United States had urged Pakistan to accept India’s offer of aid earlier this week. When Indian Prime Minister Manmohan Singh called his Pakistani counterpart to offer his condolences following the worst natural disaster in Pakistan’s history, it was an event widely reported in the Pakistan media.

“In such times of natural disasters, all of South Asia should rise to the occasion and extend every possible help to the people of Pakistan affected by the tragedy,” Mr. Singh said, according to a statement released by his office.

According to Badar Alam, editor of Pakistan’s Herald magazine, the amount of aid pledged is “symbolic, but its effect is immense. It’s a good confidence building measure between the two countries.”

But, he warns, Pakistan’s religious parties will try to spin the move “as a sign of weakness.”

“They will see it as a capitulation to India, that our own government is so weak we have been forced to accept help from the historic enemy,” says Mr. Alam.

Mosharraf Zaidi, a columnist for Pakistan’s The News, termed the decision brave: “It’s a tremendous gesture, very mature. India should be commended for donating it and Pakistan should be commended for accepting it.”

“The whole idea in an emergency is you’ll have the Jamat ud Dawas [the charitable wing of banned militant outfit Lashkar-e-Taiba] and you’ll have competing powers working almost in tandem to support people. It shows that no matter what our value systems, we have to work together right now,” he adds.

Some 20 million people are affected by Pakistan’s worst flooding in recent memory; Pakistan’s government estimates around 1,600 deaths and millions homeless or displaced. The United Nations appealed to the international community to donate $460 million in emergency assistance last week, and has met half of that goal. Yesterday the US increased its flood aid to Pakistan from $80 million to $150 million.

-Pakistanis for Peace Editor’s Note- It is a good decision by the Pakistani government to accept the aid offer from India. Not only will this be a confidence building measure between the two nations, it will save countless lives, and no nation is too proud to save the lives of its citizens.

Cutting Hillary Clinton Some Slack

Poor Americans. This is the fellow that Secretary of State Hillary Clinton has to stand beside as she tries to squeeze more juice out of a Kerry-Lugar Bill that had its lifeblood squeezed out of it last year by the Pakistani establishment, when it first became US law. The frustration from that reaction still riles the Americans. So much so that Hillary Clinton, who is a role model and an inspiration, can’t seem to let go. On every trip she reproduces a Bin Laden outburst that is militarily and strategically irrelevant for the US, but that serves as an enduring cancerous tumour for America’s public diplomacy goals in Pakistan.

Still. Mrs Clinton needs to be cut some slack. Her tireless advocacy for health care around the world, and her enduring compassion for South Asians — Indians, Pakistanis, Bangladeshis, Muslims, Hindus, men, children, and most of all, women — is singularly unique among either Democrats or Republicans.

The western media seems as fabulously smitten by Mrs Clinton as I am. The wires, the newspapers and the electronic media all reported Mrs Clinton’s announcement of the allocation of $500 million worth of projects as headline news, when really, it represents the fulfilment of only one-third of Kerry-Lugar-Berman’s sacred covenant with the Pakistani people. One of the most telling things about that covenant? It was signed by the US House of Representatives and the US Senate. It was, in short, a covenant between the US government and the American people, with the US government acting as a proxy for the Pakistani people.

Perhaps now Pakistanis can better understand the frustration of the John Kerrys, the Hillary Clintons and the Richard Holbrookes of the earth. Top US policymakers have fought for over two years to win the Kerry-Lugar Bill. Since then, two things have kept that money from flowing into Pakistan. The first is Mr Holbrooke’s decision to dispense with the Clintonian (Bill, not Hill) model of US aid disbursement through large contracting firms that Americans often refer to as Beltway Bandits. That decision, while long overdue, was rushed and was made in the wrong country, at the wrong time. American development assistance, which is not routed solely through USAID, but often through half a dozen different US departments (or ministries), has been in desperate need of an overhaul for years. But to attempt to reform the instrument of aid delivery in Pakistan, at the climax of Obama’s war in Afghanistan, has been a disastrous decision. The American international aid community is so removed and so distant from the mainstream of western assistance thinking (spearheaded by the OECD and captured in the Paris Declaration) that it doesn’t quite know how to deal with large sums of money without the Beltway Bandits. This has meant that the Kerry-Lugar money has been parked in Washington DC, with a clear destination, but no vehicle to take it there.

The second thing that has kept the Kerry-Lugar money from being spent is the government of Pakistan itself. Pakistan has no clarity whatsoever about what its development priorities are. It required the intervention of the military chief back in March to summon the federal secretaries to begin to articulate a wishlist of pet projects this government would like to see come to fruition. Indecision and the absence of any coherent development strategy within Pakistan have meant that the US government has had to try to figure out what Pakistan wants, kind of on its own. This may seem like comedy noire, but it’s really not funny at all.

The problem with Pakistani government today is that it doesn’t enjoy the competent stability it once used to through the bureaucracy. Today’s Pakistan’s bureaucracy, while made up of individually brilliant officers, is a collection of inward-looking dinosaurs that cannot see beyond their GOR houses, their I-8 plots and their post-retirement benefits. Those officers, in years past, used to be the eyes and ears of oft-changing governments that would seek the guidance of senior bureaucrats in the federal ministries and at the provincial headquarters. While there’s been no discernable change in the quality of governance that democratically elected politicians can render, there has been a severe nosedive in the quality of officers available to either the federal or provincial governments.

Part of the reason for the exodus of top-tier officers during the Musharraf era was the curtailment of powers of district managers, under decentralised local governments. But the decentralisation argument is a red-herring for a much more fundamental shift in Pakistani bureaucracy. While being a CSP or DMG officer was an instrument of social mobility in the 1970s or 1980s, it is now a barrier to the personal and professional growth of officers. Many of Pakistan’s brightest officers can afford to be well-paid UN, World Bank and IMF staffers. Many others can do even better at Wall Street and on Madison Avenue. Still others can be brilliant academics. Across the board, since 1999 we have seen exactly this. An exodus of top-shelf talent that might have been able to deal with rents, with incompetence, and with the heat, but not with the disrespect that the military and political class have for educated Pakistanis in the employ of the government of Pakistan.

So how does all this relate to Mrs Clinton’s troubles in Pakistan? Simple. No matter how democratically legitimate, when the blind lead the blind, there is a problem of vision. Pakistani politicians are so disconnected from any kind of global narrative that it will be a generation before we produce a Chidambaram, a Krishna or a Mukherjee that can win elections without the help of their gaddi (see: Shah Mehmood Qureshi), or the kindness of the Arbab Ghulam Rahims of the world (see: Shaukat Aziz). The nauseating outburst of the foreign minister on Friday was a demonstration that winning an election does not enable you to win an argument. In short, Pakistan’s current political class cannot muster politically legitimate actors that are also competent at statecraft.

Enter the advisory class. This is where the Husain Haqqanis, the Shaukat Tarins and the Dr Hafeez Shaikhs enter the fray. No fake degrees here. Only pedigree. Their problem is of an entirely different nature. They don’t have any stake in Pakistani politics — they enter as unknowns at the thaana kuthchehri and galli-mohalla level, and they leave as unknowns at the thaana kuthchehri and galli-mohalla level. They can talk about all the right kinds of reform, but they can’t deliver. More worryingly, their reform-speak is often deluded, because it is devoid of any political rigour. “Let’s clip military powers by marketing bold ideas in Washington DC, instead of Rawalpindi.” Well. We’ve seen how that has turned out. “Let’s raise taxes!” Sure. Because nobody else has ever thought of that! “Let’s improve education.” Sure. Because it takes genius to figure out that education is a problem. Advice that is anchored in Rubinomics and Bretton Woods theology has been failing Pakistan for the entire duration of Pakistan’s lifetime. This should hardly be a surprise. It never works anywhere.

And that is why Shah Mehmood Qureshi is wrong, again. Perceptions won’t change. $500 million worth of pet projects is a supremely sweet gesture. But even $500 billion worth of aid, delivered through Beltway Bandits, NGOs, budget support or otherwise can’t change the lives of Pakistanis. Only organic reform can achieve such noble goals. When the strategic dialogue in October picks up where this one leaves, Pakistan will still have no CT strategy, no development strategy, an inflated defence budget, no civil service reform, and no hate-speech legislation. All the money in the world can’t change that. And that’s not Hillary Clinton’s fault. That one’s on us.

US-Pakistan Talks Mark ‘Intensification’ of Partnership

The United States and Pakistan will hold their first strategic dialogue at the ministerial level in Washington next Wednesday (March 24). U.S. Special Representative for Afghanistan and Pakistan Richard Holbrooke told reporters at the State Department Friday that these talks mark a “major intensification” of the U.S.-Pakistan partnership. Wednesday’s talks will be co-chaired by Secretary of State Hillary Clinton and Pakistani Foreign Minister Shah Mehmood Qureshi.

Holbrooke says delegations from both sides will include senior officials of their nation’s defense, diplomacy, finance and agriculture departments. The U.S. delegation will also include aid and trade officials, and Pakistan’s will include officials who handle water, power and social issues.
“This is a partnership that goes far beyond security, but security is an important part of it,” he said. Holbrooke told reporters Friday that U.S. officials want to see aid money for Pakistan distributed more quickly.

“We are doing more. We will announce more. We want to do as much as the Congress will support,” Holbrooke said. The Obama administration has made improving and broadening relations with Pakistan a top priority, but U.S. policies and drone strikes targeting militants in the region remain unpopular. Holbrooke said the U.S. supports Pakistan as it seeks to strengthen democratic institutions and economic development, handle energy and water problems, as well as defeat extremists. “Everyone is aware of the popular public-opinion polls, and we think that our support for Pakistan deserves more recognition among the people,” he added.

Speaking to reporters in Islamabad Thursday, Foreign Minister Qureshi said Pakistani and U.S. officials have been talking a lot, and in his words, “the time has come to walk the talk.” Holbrooke responded to Qureshi’s statement that next week’s talks would be a good opportunity to rebuild confidence and trust on both sides. “The first time I went to Pakistan, Foreign Minister Qureshi introduced me to the phrase “trust deficit,” and so I have heard it many times,” he said. “The last time I was there, we both said in a press conference that we thought we had made huge advances in that,” Holbrooke added. Secretary of State Clinton last visited Pakistan in October, where she spoke with officials and students alike.

Holbrooke said there are plans to hold the next set of strategic talks in Pakistan, likely within the next six months. He underscored that these bilateral talks do not replace the trilateral talks among the U.S., Pakistan and Afghanistan which he said are expected to resume later this year.
