Study: US Muslims Don’t Want Shariah, Either

North American Muslims are more than satisfied with the secular legal system and do not want a set of parallel courts for Islamic law, according to a new study of U.S. and Canadian Muslims by a Washington-based think tank.

The study, by University of Windsor law professor Judy Macfarlane for the Institute for Social Policy and Understanding, refutes critics’ claims that American Muslims want to impose Shariah, or Islamic law.

In fact, the study indicates that Muslims are just as unwilling to accept Islamic law as non-Muslims.

Macfarlane interviewed 212 Muslim Americans, including 41 imams and 70 community leaders who used aspects of Shariah in their daily lives. The other 101 interviewees were divorced Muslim men and women. About a quarter of the interviewees were from Canada, and the rest from the United States.

“Aside from formal religious observance, American Muslims relate to their Shariah responsibilities primarily through rituals of marriage and divorce,” Macfarlane wrote.

“They see these as compatible with the civil law – almost all the respondents in this study married and divorced twice, once in Islam and once in law – and will use the courts where they cannot agree outcomes, just like any other couple.”

When asked whether they thought American courts should apply Shariah to non-Muslims in the legal system, all of the respondents answered no. Just three of the 41 imams said they wanted parallel Shariah tribunals where Muslims could handle civil issues like marriage, divorce, and inheritance.

Macfarlane began her research after a Muslim group in Ontario petitioned the provincial government in 2003 to establish a separate Islamic family tribunal where Muslims could get binding legal decisions on family law issues. The Ontario government denied the request, and later that year abolished similar tribunals for Catholic and Jewish citizens that had been allowed in 1991.ˇ

The study follows a Jan. 10 decision by a federal appeals court that upheld a lower court’s ruling to overturn a 2010 Oklahoma constitutional amendment to prohibit judges from using Shariah in their deliberations.

Tennessee and Louisiana have passed similar laws, while 20 other states are considering such legislation.

We Are Not All CIA Agents

Wondering about America’s latest reason for being unhappy with Pakistan? Look no further than the case of aid worker Warren Weinstein, the US citizen recently abducted from his residence in Lahore. I am not suggesting that Americans resent the fact that Pakistanis kidnapped Weinstein. Many of us (though by no means all of us) understand that abductions of Americans in Pakistan are very rare and realise that those Pakistanis who relish the thought of kidnapping Americans constitute a small percentage of the population.

What I am suggesting is that Americans are upset with what Pakistanis are saying about Weinstein. It is striking how quickly some Pakistanis have proclaimed that Weinstein is a CIA agent (and to be fair, a number of Americans are making the same assumption). An American in Pakistan doing aid work in the tribal areas? Wearing the native dress? And spending so much time in the country? Clearly the hallmark traits of a spy, they conclude. Never mind his advanced age (how many near-septuagenarian spooks are prowling around Pakistan?), or the fact that he was living quite conspicuously in a large home in an affluent area of Lahore. Also striking is who is making these accusations. One expects such views from the likes of Shireen Mazari, who famously had an altercation with a western-looking man in a restaurant when he inadvertently bumped into her chair, referring to him as a “bloody CIA agent”. Or from those impressionable masses who fall prey to the anti-American narratives propagated by school textbooks, mullahs and the media.

However, it is quite another matter to see readers of this newspaper — who, by virtue of their English-language aptitude and willingness to read The Express Tribune, are not narrow-minded ideologues — posting good-riddance comments about Weinstein and his presumed CIA bonafides.
Yes, Americans in Pakistan have been and are connected to security contractor firms and intelligence agencies. Yes, many of the alleged conspiracy theories about CIA agents crawling around the country have been proven true; Washington has sometimes emerged with egg on its face after prevaricating about the intelligence affiliations of its citizens stationed in Pakistan.

And, yes, ‘development work’ can be code for spy craft. Nonetheless, to reflexively assume that any American in the country is tied to the CIA is not only unfair, but also insulting — because it sweepingly dismisses the highly beneficial work done by many Americans in the country, such as, presumably, Weinstein himself. Just as there are Pakistanis who admire America (albeit not necessarily its foreign policies), there are Americans — with and without government affiliations — who hold Pakistan in high esteem and who dedicate their lives to making positive contributions there. Some may single out school-building superstar Greg Mortenson; I would cite the likes of the somewhat lesser-known (and therefore more typical) case of Todd Shea — a musician by training who, moved by televised images of suffering in Kashmir after the 2005 earthquake, travelled to Pakistan to provide relief aid. Shea has been there ever since; he now runs a hospital in a remote part of Kashmir.

There are other Todd Sheas in Pakistan. They may not want their stories publicised, but they are there, serving as healthcare trainers, conducting research on drone strikes’ impacts on civilians and helping promote women’s rights. Some work for NGOs, others represent non-intelligence agencies of the US government and others still — perhaps the most honourable of them all — act as volunteers and represent only themselves.

Pakistanis often lament, and rightly so, how so many of their most humanitarian and peace-loving citizens — from Abdul Sattar Edhi to Shehzad Roy — are relative unknowns in the US. Americans are equally justified for being indignant about the lack of recognition accorded to the selfless work of their countrymen in Pakistan — work that has little to do with cloaks and daggers and much more to do with benevolence and social upliftment.

Thou Shalt not Mock or It May Cost You Your Life!

In the wake of the murder of Salmaan Taseer, the Governor of Punjab a couple weeks back, I did a great deal of contemplation about the situation in Pakistan and the current state of affairs of Pakistan and indeed in much of the Muslim world.

The current situation, especially in Pakistan and when it concerns the rights of the non-Muslims, is apparently the worst of anywhere in the Muslim world. Indeed, the plight of Asia Bibi, (also known as Aasia, Ayesa Noreen) Islam and Islamic Blasphemy laws have come under rightful scrutiny as of late.

One question that tugs at the heart of the debate for me is why is it that Muslims seem to get so very offended to the point they want to KILL you over a remark or something that comes out of your mouth? As Americans, we wonder to ourselves, “Haven’t they ever heard of sticks and stones may break my bones, but words don’t hurt me?!

Sadly, what the fundamentalist preachers at all the podiums of their Friday sermon or khutbah, nor any of their brethren on the run and in caves like the Taliban and Al Qaeda fail to realize that we are all God’s children. And God, Allah, Yahweh, Jesus, or whatever name you assign him, he is One and the same God of all religions. He is too big to fit into just one religion, concept, version or story of him.

And we all are his creations. Not one of us is superior over the other in his eyes and he judges us all equally. To him, the children of these three religions and its offspring’s are all related to each other. Adam being the first man, then Eve, and then all the Biblical figures and names such as Noah, Abraham, Moses, Jesus, yes especially Jesus. He is their Messiah too!

Jesus, in fact is mentioned some 28 times in the Muslim holy book, Qu’ran whereas their own prophet Muhammad is mentioned only 4 times. And the fact that Jesus is also considered by Muslims to be the Messiah, it is sad that his followers should get such abject treatment in Pakistan and sadly, many Muslim countries.

If only the bad guys realized the connections between Christians and Jesus only then would a Pakistani Christian woman, suffering needlessly in a cell tonight going on 2 years away from her children in solitude, and constantly fearful for her life, would see her horrific ordeal come to an end.

These people are incapable of understanding basic rights, freedoms and even the unhindered concept of free will. No, they are primitive minded in their their spiritual and daily lives. They fail to see that a Christian’s God and a Muslim’s God are the one and the same. And he never would agree to laws like Pakistan’s Blasphemy laws at all. Why? Well because the Muslim God is known first and foremost as a Gracious, Merciful, Compassionate God.

In fact, the Arabic phrase Bismillah ir-Rahman ir-Rahim is a beautifully poetic phrase which offers both deep insight and brilliant inspiration to the average Muslim who says it countless times as he or she starts each day and till they rest their head to sleep. “ It has often been said that the phrase Bismillah ir-Rahman ir-Rahim contains the true essence of the entire Qur’an, as well as the true essence of all religions. Muslims often say this phrase when embarking on any significant endeavor and the phrase is considered by some to be a major pillar of Islam. This expression is so magnificent and so concise that all except one chapter of the Qur’an begins with the words Bismillah ir-Rahman ir-Rahim.”

The common translation:”In the name of God, most Gracious, most Compassionate” essentially is saying that God is compassionate, and full of grace. So how would this God punish Asia Bibi? What would he do if he is so full of compassion and mercy? Would he even punish her? And if he is such a gracious and a compassionate God, then wouldn’t he feel that nearly a two year jail sentence in solitary is already far more than her crime not to mention being away from husband and children and being worried about mob vengeance on her or the death penalty?

That God may act in a multitude of ways and we cannot ever know till said Judgment Day. That is what Judgment Day is all about after all. In fact, this is probably one day when the man upstairs works overtime judging all of us mankind, from the beginning with Adam to the last standing comes till Tribulation and the End of Days. It is only he, the Creator who will do the judging and this is something that the men with the loudspeakers who climb to the top of the minaret five times a day to call the faithful to prayers, just do not really understand, in my opinion. They apparently constantly seem to forget and pass judgment from the pulpit and this in turn helps set the “popular” opinion amongst the ultra-religious faithful of Pakistan’s society.

My only prayer to this Creator is that may he keep Asia Bibi safe tonight and continue to give her strength. And if God should call her home and have her die a death at the hands of the real savages those that not only kill but shockingly, in your name, then please Allah grant her heaven just as you should governor Salmaan Taseer, a man who was only defending the rights of all your children, including those of other faiths. He was being compassionate and gracious towards a fellow human being God, as he was only trying to emulate his creator, You Lord. Ameen.

And while you are at it Lord, will you also please let the imam at the microphone know that “Thou shall not mock, should not cost you your life.” Afterall, “Thou shall not kill is one of your top 10 commandments, whereas mocking prophets or religious figures does not make the list!

Visiting Each Other’s Holy Places in North America

I can see your stares! I get them every time I say we are twinning our mosques and synagogues this month. “Really?” people ask, jaws dropping.

For the third year, this exercise of interfaith exchange has progressed in good faith. Synagogues agree to twin with nearby mosques, with congregants visiting each other during Jewish Sabbath and Muslim Friday prayer services and, in some cases, inviting guest speakers or jointly carrying out a community service project like doing a Hanukkah and Eid party together.

I have personally taken students to the synagogue. One young Pakistani-born boy marveled at how cordial Jews were and how familiar the service is. One Palestinian girl at first refused to enter the synagogue but after meeting a warm female rabbi, left saying how different it was from what she’d thought.

Many people wonder about the term “Twinning” to describe the event. But the history of the Muslims genealogically is an ancestral path that leads to Ishmael, a son of Abraham, while that of the Bani Israel, the Quranic term for the Jewish people, leads to another of Abraham’s sons, Isaac.

So we’re children of two brothers – a good reminder actually – since around this time Muslims commemorate Abraham’s story during the hajj, the pilgrimage to Mecca, on Eid al-Adha.

Twinning was initiated to encourage a better understanding between Muslims and Jews living in the West, regardless of political inclinations, with a more direct opportunity to have a dialogue about their faith traditions specifically.

In Toronto, in addition to Jewish visits to hear imams’ Friday sermons at mosques and Muslim visits to hear the Torah read in synagogues, the Noor Cultural Centre – which promotes cultural education and bridge-building in the Muslim Canadian community – has organized a weekend-long educational study conducted by Rabbi Dr. Reuven Firestone and Dr. Mahmoud Ayoub. The focus of the study is to reach out to students of both communities and discuss images of war and violence in Jews’ and Muslims’ scriptural texts.

According to Walter Ruby, the man behind the scenes at the New York-based Centre for Ethnic Understanding: “Twinning has brought together thousands of Muslims and Jews to jointly promote tolerance, understanding, education and goodwill in an effort to combat Islamophobia and anti-Semitism.”

It has grown from a mere 50 places joining hands last year in North America to more than 100 mosques and 100 synagogues in 22 countries on four continents.

Normally hosted the first weekend in November, Twinning events also take place throughout the month, providing meaningful exchanges for Muslims and Jews to understand each other’s faith – or participate in community initiatives, no matter how creative or how basic, like simply having a rabbi and an imam chat over coffee.

In Toronto, Dr. Barbara Landau plays a key role in promoting the Twinning and works to ensure such events are not limited only to November.

Landau is a friend and long-standing peace activist in Toronto among Jews and Muslims. She has participated in missions to conflict areas in the Middle East to share how Canadians can serve as role models. She has worked tirelessly with others, including her co-chair at the Canadian Association of Jews and Muslims, Shahid Akhtar, since 9/11 to see that young people in our communities understand each other and work on common projects for the goodness of humanity.

“The Weekend of Twinning has time and time again shown us that Jews and Muslims can not only live together peacefully as neighbors, but also partner together to build a better community at-large,” said Rabbi Marc Schneier, president of The Foundation for Ethnic Understanding and lead organizer of the Weekend of Twinning.

And, with many more mosques and synagogues notifying her of their willingness to participate in the event, Landau is optimistic that next year’s Twinning weekend will be even bigger and better.

‘Pak Must Acknowledge Terrorism is “Home Grown”, Not Indian, Jewish or US conspiracy’

The Tehrik-e-Taliban Pakistan (TTP) attack on Karachi’s Crime Investigation Department compound should serve as an ultimate wake up call for Pakistan to swiftly act against home grown terrorism rather than blaming some Indian or US conspiracy for terror strikes on its soil.

“The assault on the CID centre must be seen for truly what it tells us in plain words: that home grown terrorism is no Indian, Jewish or American conspiracy against Pakistan or Islam,” Pakistan’s leading newspaper Dawn said.

“It also tells us that there are many misguided Pakistanis in our midst, who may even have sympathy for these zealots targeting largely Muslims that would not endorse their narrow minded view of the faith under whose banner they kill and maim innocent citizens,” it noted.

“How else does one explain the transportation of a van full of explosives along with a firing squad armed with latest weapons that came to attack the CID building during the evening rush hour no less?” the paper questioned.

It is high time that Pakistan woke up to the increasing threat posed by terror organisations and took stringent steps to tackle it.

“Much of Islam as we know it in this country today, isn’t exactly in very safe hands; it’s time we woke up to the threat and did something about it instead of issuing token mere condemnations that follow such ghastly acts of sheer murder and mayhem, from Islamabad to the provincial capitals and the other Pakistani capital of sorts, in exile, the faraway London,” the paper said.

It argued over a possibility that Thursday’s bombing took place “because no concrete action was taken after last month’s bombing at the Abdullah Shah Ghazi shrine; nor indeed the ghastly attacks before that on two Muharram processions in December and February.”

Ruing the state of Pakistan’s preparedness in combating terrorism, it expressed the hope that the latest bombing incident- at CID building in Karachi- “given its precision and intensity as well as the target hit, should serve as a final wake up call to law enforcement agencies and the authorities concerned in Karachi.”

Muslim-Jewish Evening Raises $$ For Pakistanis

Farhan and Shahida Soomro became American citizens on Friday. Originally from the Sindh Province in Pakistan, they have lived in the U.S. for ten years. Two days after becoming Americans, they held an event with their friends Ron Miller and his wife Cathie Miller to raise money and awareness about the floods which have ravaged their province in Pakistan. “It’s been a busy weekend!” said Shahida Soomro.

The event—“An Evening to Support Pakistani Flood Relief at the Community Foundation for Greater New Haven”—was held Sunday night at the Community Foundation for Greater New Haven on Audubon.

The Soomro family is Muslim; the Miller family, of Westville, is Jewish. The idea for the event, a “Jewish-Muslim collaboration,” came about over a dinner with old friends, Cathie Miller said. The Millers then sought the support of the Social Action Committees of the Temple Emanuel of Greater New Haven and the Congregation Mishkan Israel of Hamden, which were instrumental in the organization of the event.

After guests Sunday night enjoyed a wide spread of ethnic foods, Farhan Soomro opened the presentation by relaying the severity of the crisis. While the Soomro family was not present during the flooding, they have stayed in constant contact with their relatives in the region. With a fifth of Pakistan underwater, 20 million people displaced, and two million homes destroyed, Soomro explained, farmers have lost two seasons of crops and the Pakistani government cannot meet the food and shelter demands the disaster has triggered.

The event raised about $3,000.

Timothy Rogers, the director of charitable gifts for Save the Children in Westport described to guests where their donations would go. “We have been in Pakistan for 31 years now,” said Rogers. “What are we doing in Pakistan now? We’re providing emergency medical care, we’re distributing tents, shelter kits, food, and other supplies, we’re distributing water purification tablets, and bed nets.”

According to Cathie Miller, Save the Children was chosen as the charity for the event because over 90 percent of money donated goes to direct relief, and the Soomros have heard anecdotal evidence from their relatives and friends in the Sindh province that Save the Children has been effective in the region.

Rogers raised questions about the lack of American response and media coverage to the tragedy. Americans have given disproportionally less than other developed nations in the world. Although Save the Children has sent about $46 million to help alleviate suffering in Pakistan, the American public’s contribution makes up only $2.3 million of this total. Norwegian citizens, a country with a much smaller population, has already donated over $4 million in assistance funds through Save the Children. Rogers posited that donations might be down because of “donor fatigue due to recent tragedies” or because of a lack of media coverage. Ron Miller linked the trend to Islamophobia.

“I think even though we don’t want to say it, Americans have a hard time understanding and appreciating Muslims,” Miller said. “And one of the reasons that, myself as a Jew, and I’ve talked with various synagogues which they are present here today, is the importance for both Jews and Muslims and Muslims and Americans to come to grips with who we are, what our cultures are and what our values are. One of our reasons for doing this, was in our small way, a Muslim family, and a Jewish family, over dinner decided to try to do something to show that that gulf doesn’t exist between us and our Muslim colleagues.”

One audience member admitted her initial hesitations about donating to the cause. “My knee-jerk reaction, when I heard about this event, was how do I know my money isn’t going to go to the Taliban? Of course this was ignorant, and I really think the reason we don’t talk about this flood is that our government is struggling with Pakistan,” she said.

A Pakistani member of the audience responded to her comments, suggesting that crisis alleviation in the area is one of the best ways to win a war of ideas: “The Pakistani people realize that Save the Children is coming from the American people. Winning the hearts and minds is the key thing, our policy makers have allocated $30 million to public diplomacy work in Pakistan. It should be a no-brainer that if we use our resources to help get their homes together that this will be much more effective.”

“This is a great opportunity for us to change and affect the hearts and the minds of the Pakistani people,” he concluded.

The event drew around 50 guests.

Donations are still being accepted. Checks can be made out to “Save the Children” with a memo note: “Pakistani Flood.” In order to count as a part of the Greater New Haven response to this disaster the check must be sent to The Community Foundation for Greater New Haven, 70 Audubon Str., New Haven 06510 Attn: Lee Cruz. For Imam in Muslim Center Furor, a Hard Balancing Act

Not everyone in the Cairo lecture hall last February was buying the imam Feisal Abdul Rauf’s message. As he talked of reconciliation between America and Middle Eastern Muslims — his voice soft, almost New Agey — some questioners were so suspicious that he felt the need to declare that he was not an American agent.

Muslims need to understand and soothe Americans who fear them, the imam said; they should be conciliatory, not judgmental, toward the West and Israel.

But one young Egyptian asked: Wasn’t the United States financing the speaking tour that had brought the imam to Cairo because his message conveniently echoed United States interests?

“I’m not an agent from any government, even if some of you may not believe it,” the imam replied. “I’m not. I’m a peacemaker.”

That talk, recorded on video six months ago, was part of what now might be called Mr. Abdul Rauf’s prior life, before he became the center of an uproar over his proposal for a Muslim community center two blocks from the World Trade Center. He watched his father, an Egyptian Muslim scholar, pioneer interfaith dialogue in 1960s New York; led a mystical Sufi mosque in Lower Manhattan; and, after the Sept. 11 attacks, became a spokesman for the notion that being American and Muslim is no contradiction — and that a truly American brand of Islam could modernize and moderate the faith worldwide.

In recent weeks, Mr. Abdul Rauf has barely been heard from as a national political debate explodes over his dream project, including, somewhere in its planned 15 stories, a mosque. Opponents have called his project an act of insensitivity, even a monument to terrorism.

In his absence — he is now on another Middle East speaking tour sponsored by the State Department — a host of allegations have been floated: that he supports terrorism; that his father, who worked at the behest of the Egyptian government, was a militant; that his publicly expressed views mask stealth extremism. Some charges, the available record suggests, are unsupported. Some are simplifications of his ideas. In any case, calling him a jihadist appears even less credible than calling him a United States agent.

Growing Up in America

Mr. Abdul Rauf, 61, grew up in multiple worlds. He was raised in a conservative religious home but arrived in America as a teenager in the turbulent 1960s; his father came to New York and later Washington to run growing Islamic centers. His parents were taken hostage not once, but twice, by American Muslim splinter groups. He attended Columbia University, where, during the Six-Day War in 1967 between Israel and Arab states like Egypt, he talked daily with a Jewish classmate, each seeking to understand the other’s perspective.

He consistently denounces violence. Some of his views on the interplay between terrorism and American foreign policy — or his search for commonalities between Islamic law and this country’s Constitution — have proved jarring to some American ears, but still place him as pro-American within the Muslim world. He devotes himself to befriending Christians and Jews — so much, some Muslim Americans say, that he has lost touch with their own concerns.

“To stereotype him as an extremist is just nuts,” said the Very Rev. James P. Morton, of the Church of St. John the Divine, in Manhattan, who has known the family for decades.

Since 9/11, Mr. Abdul Rauf, like almost any Muslim leader with a public profile, has had to navigate the fraught path between those suspicious of Muslims and eager to brand them as violent or disloyal and a Muslim constituency that believes itself more than ever in need of forceful leaders.

One critique of the imam, said Omid Safi, a professor of religious studies at the University of North Carolina, was that he had not been outspoken enough on issues “near and dear to many Muslims,” like United States policy on Israel and treatment of Muslims after 9/11, “because of the need that he has had — whether taken upon himself or thrust upon him — to be the ‘American imam,’ to be the ‘New York imam,’ to be the ‘accommodationist imam.’ ”

Akbar Ahmed, chairman of Islamic studies at American University, said Mr. Abdul Rauf’s holistic Sufi practices could make more orthodox Muslims uncomfortable, and his focus on like-minded interfaith leaders made him underestimate the uproar over his plans.

“He hurtles in, to the dead-center eye of the storm simmering around Muslims in America, expecting it to be like at his mosque — we all love each other, we all think happy thoughts,” Mr. Ahmed said.

“Now he has set up, unwittingly, a symbol of this growing tension between America and Muslims: this mosque that Muslims see as a symbol of Islam under attack and the opponents as an insult to America,” he added. “So this mild-mannered guy is in the eye of a storm for which he’s not suited at all. He’s not a political leader of Muslims, yet he now somehow represents the Muslim community.”

Andrew Sinanoglou, who was married by Mr. Abdul Rauf last fall, said he was surprised that the imam had become a contentious figure. His greatest knack, Mr. Sinanoglou said, was making disparate groups comfortable. At the wedding, he brought together Mr. Sinanoglou’s family, descended from Greek Christians thrown out of Asia Minor by Muslims, and his wife’s conservative Muslim father.

“He’s an excellent schmoozer,” Mr. Sinanoglou said of the imam.

Mr. Abdul Rauf was born in Kuwait. His father, Muhammad Abdul Rauf, graduated from Cairo’s Al-Azhar University, the foremost center of mainstream Sunni Muslim learning. He was one of many scholars Egypt sent abroad to staff universities and mosques, a government-approved effort unlikely to have tolerated a militant. He moved his family to England, studying at Cambridge and the University of London; then to Malaysia, where he eventually became the first rector of the International Islamic University of Malaysia.

As a boy, Feisal absorbed his father’s talks with religious scholars from around the world, learning to respect theological debate, said his wife, Daisy Khan. He is also steeped in Malaysian culture, whose ethnic diversity has influenced an Islam different than that of his parents’ homeland.

In 1965, he came to New York. His father ran the Islamic Center of New York; the family lived over its small mosque in a brownstone on West 72nd Street, which served mainly Arabs and African-American converts. Like his son, the older imam announced plans for a community center for a growing Muslim population — the mosque eventually built on East 96th Street. It was financed by Muslim countries and controlled by Muslim diplomats at the United Nations — at the time a fairly noncontroversial proposition. Like his son, he joined interfaith groups, invited by Mr. Morton of St. John the Divine.

Hostage Crisis

Unlike his son, he was conservative in gender relations; he asked his wife, Buthayna, to not drive. But in 1977, he was heading the Islamic Center in Washington when he and Buthayna were taken hostage by a Muslim faction; it was his wife who challenged the gunmen on their lack of knowledge of Islam.

“My husband didn’t open his mouth, but I really gave it to them,” she told The New York Times then.

Meanwhile, the younger Mr. Abdul Rauf studied physics at Columbia. At first, he recalled in interviews last year, it was hard to adjust to American social mores. By 1967, he and a Yale student, Kurt Tolksdorf, had bonded at summer school over their shared taste in women and fast cars. But Mr. Tolksdorf said his friend never subscribed to the “free love” of the era.

When the 1967 war broke out in the Middle East, Mr. Tolksdorf said, Mr. Abdul Rauf reacted calmly when Israeli students tried to pick a fight. A classmate, Alan M. Silberstein, remembers debating each day’s news over lunch.

“He was genuinely trying to understand the interests of American Jews — what Israel’s importance was to me,” he said. “There was a genuine openness.”

In his 20s, Mr. Abdul Rauf dabbled in teaching and real estate, married an American-born woman and had three children. Studying Islam and searching for his place in it, he was asked to lead a Sufi mosque, Masjid al-Farah. It was one of few with a female prayer leader, where women and men sat together at some rituals and some women do not cover their hair. And it was 12 blocks from the World Trade Center.

Divorced, he met his second wife, Ms. Khan, when she came to the mosque looking for a gentler Islam than the politicized version she rejected after Iran’s revolution. Theirs is an equal partnership, whether Mr. Abdul Rauf is shopping and cooking a hearty soup, she said, or running organizations that promote an American-influenced Islam.

A similar idea comes up in the video of his visit to Cairo this year. Mr. Abdul Rauf, with Ms. Khan, unveiled as usual, beside him, tells a questioner not to worry so much about one issue of the moment — Switzerland’s ban on minarets — saying Islam has always adapted to and been influenced by places it spreads to. “Why not have a mosque that looks Swiss?” he joked. “Make a mosque that looks like Swiss cheese. Make a mosque that looks like a Rolex.”

In the 1990s, the couple became fixtures of the interfaith scene, even taking a cruise to Spain and Morocco with prominent rabbis and pastors.

Mr. Abdul Rauf also founded the Shariah Index Project — an effort to formally rate which governments best follow Islamic law. Critics see in it support for Taliban-style Shariah or imposing Islamic law in America.

Shariah, though, like Halakha, or Jewish law, has a spectrum of interpretations. The ratings, Ms. Kahn said, measure how well states uphold Shariah’s core principles like rights to life, dignity and education, not Taliban strong points. The imam has written that some Western states unwittingly apply Shariah better than self-styled Islamic states that kill wantonly, stone women and deny education — to him, violations of Shariah.

After 9/11, Mr. Abdul Rauf was all over the airwaves denouncing terrorism, urging Muslims to confront its presence among them, and saying that killing civilians violated Islam. He wrote a book, “What’s Right With Islam Is What’s Right With America,” asserting the congruence of American democracy and Islam.

That ample public record — interviews, writings, sermons — is now being examined by opponents of the downtown center.

Those opponents repeat often that Mr. Abdul Rauf, in one radio interview, refused to describe the Palestinian group that pioneered suicide bombings against Israel, Hamas, as a terrorist organization. In the lengthy interview, Mr. Abdul Rauf clumsily tries to say that people around the globe define terrorism differently and labeling any group would sap his ability to build bridges. He also says: “Targeting civilians is wrong. It is a sin in our religion,” and, “I am a supporter of the state of Israel.”

“If I were an imam today I would be saying, ‘What am I supposed to do?’ ” said John Esposito, a professor of Islamic studies at Georgetown University. “ ‘Can an imam be critical of any aspect of U.S. foreign policy? Can I weigh in on things that others could weigh in on?’ Or is someone going to say, ‘He’s got to be a radical!’ ”

For US Muslims, a 9/11 Anniversary Like No Other

American Muslims are boosting security at mosques, seeking help from leaders of other faiths and airing ads underscoring their loyalty to the United States — all ahead of a 9/11 anniversary they fear could bring more trouble for their communities.

Their goal is not only to protect Muslims, but also to prevent them from retaliating if provoked. One Sept. 11 protest in New York against the proposed mosque near ground zero is expected to feature Geert Wilders, the aggressively anti-Islam Dutch lawmaker. The same day in Gainesville, Fla., the Dove World Outreach Center plans to burn copies of the Quran.

“We can expect crazy people out there will do things, but we don’t want to create a hysteria,” among Muslims, said Victor Begg of the Council of Islamic Organizations of Michigan. “Americans, in general, they support pluralism. It’s just that there’s a lot of misinformation out there that has created confusion.”

On Tuesday, the Islamic Society of North America will hold a summit of Christian, Muslim and Jewish leaders in Washington “to address the growing tide of fear and intolerance” in the furor over the planned New York mosque.

Islamic centers in many cities are intensifying surveillance and keeping closer contact with law enforcement. Adding to Muslim concern is a fluke of the lunar calendar: Eid al-Fitr, a joyous holiday marking the end of Ramadan, will fall around Sept. 11 this year. Muslim leaders fear festivities could be misinterpreted as celebrating the 2001 terror strikes.

“We’re telling everyone to keep their eyes open and report anything suspicious to authorities and call us,” said Ramzy Kilic of the Tampa, Fla., chapter of the Council on American Islamic Relations.

Other efforts around 9/11 aim to fight bigotry. Muslims will clean parks, feed the homeless, and give toys to sick children as part of Muslim Serve, a national campaign to demonstrate Islamic commitment to serving humanity.

Separately, groups are distributing ads to combat persistent suspicions about Islam. One spot, called “My Faith, My Voice,” features American Muslims saying, “I don’t want to take over this country.”

Sept. 11 anniversaries have always been challenging for U.S. Muslims, who have been under scrutiny since the attacks. This year, the commemoration follows a stunning summer in which opposition to a planned Islamic community center near the World Trade Center site escalated into a national uproar over Islam, extremism and religious freedom.

Islamic centers as far away as Tennessee and California faced protests and vandalism. In western New York, police said a group of teenagers recently yelled obscenities, set off a car alarm and fired a shotgun during two nights of drive-by harassment at a small-town mosque near Lake Ontario.

Usama Shami, board chairman for the Islamic Community Center of Phoenix, said a new mosque the congregation has been building for years drew little attention until recently, when some resistance emerged in the neighborhood and from some in city government. Recently, vandals broke into the new building, spilled paint on the floor and broke expensive windows.

Shami believes the ground zero dispute is partly to blame for the trouble, along with passions unleashed by Arizona’s strict new law that would require police to question people about their immigration status if there is reason to suspect they are in the country illegally.

“All of these issues came at the same time,” Shami said. “When things like that happen, I think they bring out the worst in some people.”

On Sept. 11 in Chicago, Zeenat Rahman, a 34-year-old native of the city, will visit a local nursing home with Muslim and non-Muslim friends to spend time with residents and help serve a meal.

“This is when people are going to look at our community, and when they do, what are they going to see?” said Rahman, a policy director for the Interfaith Youth Core, which promotes pluralism. “Sometimes, saying `Islam means peace,’ feels a little defensive and apologetic, whereas service is really core to our faith.”

Unity Productions Foundation, a Washington-area group that specializes in films about Islam and Muslim Americans, will hold an interfaith talk on Sept. 11 at the Washington Jewish Community Center.

Speakers include Monem Salam, the subject of a Unity Productions film titled, “On a Wing and a Prayer: An American Muslim Learns to Fly.” Unity recently launched groundzerodialogue.org, where visitors can view films and use them for community discussion about Islam in the U.S.

Salam, 38, of Bellingham, Wash., usually spends the Eid weekend with his wife and three young children, but said he persuaded his wife he had to participate in the event.

“I have to leave them and go across the country to answer questions about Islam,” said Salam, a portfolio manager who was 4 years old when his family left Pakistan for the U.S. “It’s unfortunate. It’s the time that we live in.”

Arab Guilty of Rape After Consensual Sex with Jew

A Palestinian man has been convicted of rape after having consensual sex with a woman who had believed him to be a fellow Jew.

Sabbar Kashur, 30, was sentenced to 18 months in prison on Monday after the court ruled that he was guilty of rape by deception. According to the complaint filed by the woman with the Jerusalem district court, the two met in downtown Jerusalem in September 2008 where Kashur, an Arab from East Jerusalem, introduced himself as a Jewish bachelor seeking a serious relationship. The two then had consensual sex in a nearby building before Kashur left.

When she later found out that he was not Jewish but an Arab, she filed a criminal complaint for rape and indecent assault.

Although Kashur was initially charged with rape and indecent assault, this was changed to a charge of rape by deception as part of a plea bargain arrangement.

Handing down the verdict, Tzvi Segal, one of three judges on the case, acknowledged that sex had been consensual but said that although not “a classical rape by force,” the woman would not have consented if she had not believed Kashur was Jewish.

The sex therefore was obtained under false pretences, the judges said. “If she hadn’t thought the accused was a Jewish bachelor interested in a serious romantic relationship, she would not have cooperated,” they added.

The court ruled that Kashur should receive a jail term and rejected the option of a six-month community service order. He was said to be seeking to appeal.

Segal said: “The court is obliged to protect the public interest from sophisticated, smooth-tongued criminals who can deceive innocent victims at an unbearable price – the sanctity of their bodies and souls. When the very basis of trust between human beings drops, especially when the matters at hand are so intimate, sensitive and fateful, the court is required to stand firmly at the side of the victims – actual and potential – to protect their wellbeing. Otherwise, they will be used, manipulated and misled, while paying only a tolerable and symbolic price.”

Gideon Levy, a liberal Israeli commentator, was quoted as saying: “I would like to raise only one question with the judge. What if this guy had been a Jew who pretended to be a Muslim and had sex with a Muslim woman?

“Would he have been convicted of rape? The answer is: of course not.”

Arabs constitute about 20% of Israel’s population, but relationships between Jews and Arabs are rare. There are few mixed neighbourhoods or towns, and Arabs suffer routine discrimination.

Israeli MPs are considering a law requiring prospective Israeli citizens to declare loyalty to Israel as a “Jewish, democratic state”. Many Arabs would balk at swearing allegiance to a state which they see as explicitly excluding or marginalising them.

Dan Meridor, a deputy prime minister in Binyamin Netanyahu’s government, is opposed to the proposal. “Why does every bill need the word ‘Jewish’ in it – to show the Arab citizens that it doesn’t belong to them? Then we’re all shocked when they radicalise their stance.

“The majority doesn’t need to remind the minority that it is in fact a minority all the time,” he added.
